Background
- The Minister of Defence Award of Excellence to Industry were established in 1998 by the Defence Industry Committee of New Zealand (DICNZ) to highlight and reward the contribution made by industry to Defence. The award is an engraved trophy which past winners have been able to use to good effect in their marketing efforts.
Aim
- This paper sets out the rules and processes for the 2010 Minister of Defence Awards of Excellence to Industry.
Sponsorship
- The awards are promoted by the DICNZ and sponsored by the Ministry of Defence (MoD) and the New Zealand Defence Force (NZDF).
Method of nomination
- Nominations that meet the criteria set out in paragraph 7 will be accepted from any of the following:
- Ministry of Defence
- New Zealand Defence Force personnel or units
- Prime contractors to Defence in respect of their New Zealand sub contractors or suppliers
- Industry development organisations such as the Industry Capability Network (previously NZISO), New Zealand Trade & Enterprise
- Companies may nominate themselves or nominate other companies.
Presentations
- The awards will be presented by the Minister of Defence or his/her representative at the Minister of Defence Award of Excellence to Industry dinner held in Wellington in October each year.
Award structure
- There are three award categories, although awards may not necessarily be made in all categories and there may be more than one award per category. The intention of the categories is to provide a means of measuring like companies performance against each other. Once all nominations are received they will be grouped by the assessors in the appropriate categories.
Category A – For the supply of equipment or provision of services in excess of $7 million
This category provides an opportunity to recognise excellence by major suppliers of equipment or services to the New Zealand Defence Force or Ministry of Defence.
Category B – For the supply of equipment or provision of services below $7 million
This category recognises sub contractors and lower level suppliers who provide excellent service in a variety of ways.
Example
The supplier of major defence capability items will almost certainly fall into Category A, while the local plumber servicing a base is likely to fall into Category B. A large sub contractor may be in category A or B, depending on the level of activity, while a small business group (e.g. a maintenance section of a facilities management company) may fall into Category B. The judging panel will assess which category such companies fall into where it is not obvious.
Category C – New Zealand based subcontractors to overseas prime contractors
This category is provided to permit overseas prime contractors to nominate their New Zealand partners or subcontractors. Prime contractors will be asked to nominate New Zealand suppliers who, in their opinion, have provided them with a high level of service and provide Defence, through the prime, with exceptional outcomes to the contract. Nominations will be expected to demonstrate at least some of the following:
- Value for money over whole of life of the equipment or the contract for service
- Innovative suggestions to improve efficiency or effectiveness of the contract to solve problems
- Undertaking of technically advanced activities for the contract
- Successful development of wider markets as a result of this involvement.
Criteria
- For categories A and B the equipment or services for which the nomination is made must have been provided within the last two years. Previous nominees or winners may be re-nominated. Category C nominations will be accepted at any time within the life of the contract.
- Nominees will be expected to meet several of the following criteria:
- Provision of superior equipment or services in response to Defence needs
- Innovation in design, or implementation associated with the supply of equipment or services
- Excellence on an ongoing basis, especially in the supply of services to Defence
- The successful development of wider markets from products developed locally for Defence
- Undertaking of technically advanced activities for Defence
- Submission of ideas that result in increased efficiency, effectiveness or economy for Defence.
Form of nomination
- The nomination should be accompanied by the nomination form (see link below) and is expected to contain a series of statements based on the criteria outlined in paragraph 7, which specify how the nominee has added value to Defence. In simple terms, what makes this particular organisation special?
- A nomination should contain details of the company, the size of the contract or order, the time and place the equipment or services have been provided and information about the company itself. It should contain the names of individuals in both the nominee company and Defence from whom further information can be obtained.
- It should be no secret to a nominee that they have been nominated and the nominee may be asked to help complete the nomination form by providing information which the nominator does not have available.
- The nominator should ensure that all parties who are affected or are required to provide support for a nomination is advised of the nomination.
Judging
- An assessment panel appointed by the Ministry of Defence and the New Zealand Defence Force will review all nominations. The assessors will recommend a short list of finalists to the judging panel.
- The judging panel will consist of:
- Deputy Secretary (Acquisition) (Chairperson)
- Chairperson of DICNZ
- Director of the Defence Technology Agency
- Assistant Chief Development, Headquarters New Zealand Defence Force
- Two industry members nominated by the DICNZ
- A representative from Industry Capability Network, a business unit of New Zealand Trade and Enterprise
- The assessors as advisors to the judging panel.
- The judging panel’s final decision on selection of winners is not negotiable.
Timing
- Nominations are required to be with the assessment panel no later than 29 May 2010. A full schedule is as follows:

Publicity
- Defence will seek publicity for the awards process, including profiling finalists to the media and seeking publicity from the award presentation.
- Winners and finalists may use that status to promote their businesses. Where a prime contractor is a winner or a finalist, sub contractors or suppliers may publicise their involvement in the project with the agreement of the main contractor.

- This notice will be distributed to any company or other organisation which may have an interest in the awards.
