Chart 2: Governance and Accountability Structure
Chart two outlines the governance and accountability structure for the DCARR review. The review had three layers of governance above the project team. The highest level of governance was the Joint Ministers – Minister of Finance, Minister of Defence, and Minister of State Services.
The second tier was a Steering Group consisting of Secretary of Defence, Chief of Defence Force, Secretary to the Treasury, and Deputy Commissioner of the State Services Commission.
The third governance tier was the Executive Committee that was compromised of senior officials from the Ministry of Defence, New Zealand Defence Force, Treasury, and the State Services Commission. Officials from Department of Prime Minister and Cabinet and Ministry of Foreign Affairs and Trade were invited to attend.
The DCARR project team consisted of seconded staff from Ministry of Defence, New Zealand Defence Force, Treasury, and SSC to support the DCARR Project Manager Jim Olson.
