Appendix A: Defence Strategic Staff Activities
Appendix A outlines the main components of the Defence Strategic Staff and their reporting responsibilities. The Deputy Secretary of Defence and the Vice Chief of the Defence Force report jointly to the Secretary of Defence and Chief of Defence Force who in turn report directly to the Minister of Defence. Directly beneath the Deputy Secretary of Defence and Vice Chief of Defence is the Director of Strategic Management Improvement and Director of Staff Management.
The Director of Strategic Management Improvement is responsible for:
- Organisation/Management Reform and Innovation
- Knowledge Management
- Public Communications
- Political/Community Liaison
The Director of Staff Management is responsible for:
- Financial Management
- Staff Support Centre
- Secretariat Support
- Buildings and Facilities
- Security Office
A further step down but still with direct reporting responsibilities to the Deputy Secretary and Vice Chief are six directors: Human Resources; Strategic Commitments; Policy Strategy and Plans; Defence C4 Systems/CIO; Force Capability, Capital, and Logistic; and Resources Management/CFO.
The Director Defence Human Resources is responsible for:

- Human Resources Policy (MoD Personnel)
- Future Human Resources Requirements Planning
- Professional Education Policy and Planning
The Director Strategic Commitments is responsible for:
- Operations Monitoring

- NZDF Joint/Combined Exercising/Training Policy and Planning
- Preparedness Reporting and Analysis
The Director Policy, Strategy and Plans is responsible for:
- Defence Policy/Strategy/Planning Guidance Formulation

- Futures Assessments and Scenarios Formulation
- Strategic Plans Composition
The Director Defence C4 Systems/CIO is responsible for:

The Director Force Structure, Capital and Logistics Planning is responsible for:
