Figure one outlines the proposed governance structure for defence. It outlines the linkages between the decision-making bodies at the National Security Level and the subordinate bodies within the Defence Organisation.
The senior body at the national security level is Cabinet that is supported by the Minister of Defence and the National Security Committee of Cabinet. A National Security Officials Committee supports the latter body.
The Defence Organisation is headed by the Strategy Committee. That body is supported by the Defence Policy Committee and the Chiefs of Staff Committee as well as the subordinate Defence Acquisition Management Board, Defence Strategic Staff Coordinating Committee, and the Defence Capability Committee.
The National Security level is linked with the defence organisation by the two lines of responsibility. The Minister of Defence is directly linked to the Strategy Committee. The National Security Committee of Cabinet, through the National Security Official Committee, provides guidance to the Defence Policy Committee.
