Statement of Intent 1 July 2004 - 30 June 2005
Chief Executive's introduction
This is the second Statement of Intent produced by the Ministry of Defence. It explains the Ministry's strategic, outcome-focused approach to planning, management and reporting, and its accountability for the delivery of outputs.
Part 1, Strategic framework, describes what the Ministry does and why. It describes our high-level and intermediate outcomes, and how we measure our progress towards those outcomes. It also shows where the Ministry contributes to the New Zealand Defence Force's outcomes. It describes our capability and structure, and how we will improve our ability to deliver our outputs.
This part looks forward over the next three to five years, although some of the planned activities will not be completed until after that time period.
Part 2, Departmental forecast report, shows how we use our financial resources to deliver our departmental outputs.
Part 3, Non-departmental forecast report, reports on the revenues, expenses, assets and liabilities which the Ministry manages on behalf of the Crown.
We have developed this statement of intent in consultation with the New Zealand Defence Force, the Ministry of Foreign Affairs and Trade, the Department of Prime Minister and Cabinet, the Office of the Auditor-General, the Treasury and the State Services Commission.
This year the New Zealand Defence Force has produced its first Statement of Intent. The two organisations worked closely together on that document. Next year we plan greater collaboration with all agencies involved in security and defence.
